Located within the Agency Operations Administration, the Human Resource Division aligns human resources with strategic goals and objectives to enhance business performance and cultivate an organizational culture that promotes innovation and flexibility. The HRD provides services in five main areas: labor relations, employee leadership and development, operations, hiring and recruitment, and position management.

Reporting to the Workforce Planning and Development Manager, this position serves as the senior human resource consultant in recruitment and selection and provides full cycle recruitment support to division managers, supervisors and executive leaders to find, attract and place qualified candidates to Commerce. This position ensures recruitment initiatives follow state and federal laws and promotes best human resource management practices.

Duties

Provides senior level recruitment consultation and support to agency managers and supervisors within Commerce.
Tasks include:
- Provides senior level guidance, consultation and recommendations to management on complex issues involving the full-cycle recruitment process.

o Reviews applications to ensure candidates meet the minimum required qualifications and refers qualified applicants to hiring managers.
o Developing program and job specific recruitment strategies.
o Consulting on recruitment/hiring needs resulting in dynamic job announcements, posts open positions on the online recruiting system (NEOGOV).
o Designing supplemental questions that provide excellent screening.
o Providing consulting services during the interview process (telephone pre-screen, interview question development, panel development, assistance with appropriate assessments, etc.).
o Assistance with reference checking.
- Provides training and technical assistance to hiring managers and administrative assistance with NeoGov’s Online Hiring Center to include screening candidates, modifying workflow, creating interview schedules and sending notifications to candidates.
- Partners with hiring managers to identify solutions for recruitment needs and recommend ways to improve recruitment and selection processes and provide recommendations to the lead recruiter and HRD leadership.
- Ensures recruitment and selection processes are legally defensible and conducted fair and equitably in accordance with agency policy, WAC, CBA, Executive Orders and/or agency initiatives and elevates issues/discrepancies to the lead agency recruiter (HRC4), as needed.
- Consults with hiring managers on sourcing and advertising on social media, Careers.wa.gov, LinkedIn and other job advertising platforms. - Monitors and responds to the HR recruitment inbox inquiries. Provides guidance to managers and potential applicants on recruitment related needs.

Recruitment data, tracking and processes
Tasks include:
- Manages, updates and tracks recruitment data on agency recruitment trackers, ensuring data is aligned with HRD procedures, policies and processes.
- Provides reports and analyzes data from NeoGov Analytics on recruitment activity and stays current on HR recruitment trends. Provides recommendations based on the analysis to the Workforce Planning and Development Manager, lead recruiter and managers.
- Provides recommendations to lead recruiter on Commerce’s recruitment policies and procedures, ensures policies and procedures are compliant with applicable laws, rules, regulations, and collective bargaining agreements, as well as best practices and identifies gaps as needed.

Other duties as assigned, including special projects and other assignments
Tasks include:
- Special projects to include report inquiries, updating user guides, instructions and training materials.

Qualifications

Required Position Qualifications:

Six (6) years of combined experience and/or education as described below:

Experience:

A minimum of two (2) years of professional experience as a full-cycle recruiter utilizing platforms such as NeoGov.

Two (2) or more years of professional human resources experience in two or more of the following areas:

- Advising and consulting on human resource issues related to organizational development and change of programs’ operational needs and priorities.

- Developing and facilitating technical HR training to managers and supervisors.

- Researching, and providing, expert-based solutions to solve customer needs adhering to human resource rules, regulations, agency policies and procedures, and the WFSE collective bargaining agreement.

- Developing standard operating procedures for HR processes and procedures.

- Writing a variety of HR-related documents, distilling complex information into clear, concise, and well-structured content.

Education involves statistical analysis, business, human resources, social or organizational behavioral sciences or related field. Qualifying education post High School or equivalent may be substituted year for year for experience.

Examples of how to qualify:

- 6 years of experience

- 5 years of experience and one year of education

- 4 years of experience and two years of education

- 3 years of experience and three years of education

- 2 years of experience and four years of education

- 1 years of experience and five years of education

Preferred/Desired Qualifications:

- SPHR/PHR Certification or other professional HR certification such as SHRM-CP, SHRM-SCP.

Required Position Competencies:

- Ability to prioritize and effectively manage multiple tasks and deadlines.

- Ability to research HR-related data using multiple software programs and other resources.

- Ability to work with employees, managers, executives and outside stakeholders.

- HR Consultation Skills – asking the right questions to help the manager/employee get to the solution.

- Clear and Effective Writing Skills – writing defensible letters and documents, coherent emails that are not misinterpreted.

Supplemental Information

Work from Anywhere in Washington State
This position may be located anywhere within Washington State though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction. Many Commerce employees work remotely or have a hybrid schedule. The hours for this position will be Monday-Friday 8:00am - 5:00pm.
