We have an exciting opportunity for a finance professional with budget and grant compliance experience. The Business and Finance Officer (BFO) Ill position is part of the Director's Office Finance team but provides direct, day-to-day support to specific DCHS Divisions.
The BFO III will partner with program managers, providers, and budget and compliance leads in the Children, Youth, and Young Adults Division (CYYAD) to advance community-driven initiatives focused on strengthening communities, increasing equitable supports to improve educational outcomes, and making the County a place where all young people are happy, healthy, safe, and thriving. CYYAD manages the Best Starts for Kids (BSK) levy, the Puget Sound Taxpayer Accountability Account (PSTAA) revenues, and Education and Employment Resources (EER) funds.
Responsibilities span budget development and monitoring, spend to budget reporting, expense and revenue projections, expense reviews and approvals (desk monitoring), grantmaking support, procurement support, research to inform decision-making and strategy, and continuous quality improvement of financial processes.

To be considered minimally qualified applicant must demonstrate a background that provides the knowledge, skills and ability to:
- Coordinate, prepare and review budgets, evaluate proposed expenditures and revenues, and perform detailed financial analysis, projections, and forecasting.
- Provide financial reporting and consultation to program and finance managers.
- Participate in the development, review, and implementation of financial and other technical criteria for RFPs and provider contracts.
- Perform invoice desk monitoring, including review of general ledgers and other budget and financial reports and expense documentation.
- Provide orientation and coaching related to contract fiscal compliance.
- Assist with the oversight of contracting and financial systems in area of responsibility.
- Coordinate with Fund budget and compliance leads.
- Contribute to and/or lead projects and analysis that deliver data-informed recommendations to support organizational initiatives and strategic decision-making.
- Assist with department-wide financial management as needed.
- Perform other related duties as assigned.
- Experience, Qualifications, Knowledge, Skills
WE ARE LOOKING FOR CANDIDATES WHO HAVE:
- Bachelor's degree in finance or business administration and four years of budgeting or finance experience, and/or an equivalent combination of experience and education which provides the desired skills, knowledge, and ability required to perform the work.
- At least two (2) years of experience with budget development, spend projections, and financial analysis.
- At least two (2) years of experience evaluating expenditures for allowability and financial compliance.
- Knowledge of Generally Accepted Accounting Principles (GAAP).
- Strong teaming and customer service orientation.
- Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products.
- Excellent communication skills, both verbal and written.
- Intermediate/advanced Microsoft Excel skills.
- Commitment to racial equity and the King County Equity and Social Justice Strategic Plan.
Desired Qualifications
- Experience with Oracle reporting systems.
- Experience in developing and maintaining financial models.
- Experience with administration of grants, reporting requirements, and regulatory compliance guidance, such as 2 CFR 200.
- Experience providing consultation to non-financial audiences.
- Knowledge of human service programs.
- Knowledge of King County programs, funding sources, policies and requirements.
- Knowledge of governmental accounting and finance.

- The Finance team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The onsite locations are Chinook, 401 5th Ave, Seattle, WA 98104 and 645 Andover Park W, Tukwila, WA 98188. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. - This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm.
